Job Duality Act: Explained

27 APRIL 2020

Thanks for reading the second article of The Explained series. Today, we will explain the Job Duality Act 2016, which is an act that allows public servants to have 2 or more jobs. The goal of the act is to "provide flexibility to civil servicemen and fulfil the demand for human resources in the metropolitan area".

Let's dissect this act. This act was originally written by "Nood563", a former MP. This act is traced back until 2016, as the act was named 'Job Duality Act 2016'.

Section 1:

  1. This Act could be named as Job Duality Act 2016.

  2. This Act will come to effect on the date fixed by the Ministers and it will be announced to the public.

Explanation: The act will come into effect when the date of effect is fixed by the Ministers of the government.

Section 2:

  1. Public servants could participate in activities such as:

Healthcare

Education

Tourism

Business and Finance

2. Public Servants could still maintain their position at groups such as the Malaysian Armed Force, Royal Malaysian Air Force and the Royal Malaysian Navy.

3. Public Servants are not allowed to be in the Malaysian Armed Force and Royal Malaysian Police at the same time.

Explanation: Public servants could join jobs that are related to health care, education, tourism and business and finance. This act also prohibits public servants to be in the MAF and PDRM at the same time.

As time flies, Transportation had become a hot category of jobs in MYS as transitKL and myRapid was introduced. Sadly, Transportation wasn't written in the act, causing some problems for public servants who wanted to apply for a job at transitKL.

We asked 4 policemen the same questions:

1. If you were given the chance to have another job, would you accept it?

2. Healthcare, Education, Tourism and Business & Finance

From all categories above, which job will you choose, if there are none, say none.

3. How would you feel if your job opportunity is limited?

Among 4 of them, 2 policemen would not accept the job, however, another 2 of them would.

Among 4 of them, 3 policemen chose an option in the categories, however, 1 did not.

Among 4 of them, 3 policemen would feel disturbed if their job opportunity is limited, however, 1 of them would not complain.

So what does this mean? Future MPs can bring Job Duality a topic back to the Parliament again. Do you wish that this topic should be brought back to the Parliament? Tell us in the comments section below. Thank you for reading.
